Have you checked with Roger Lankford, proprietor of Lancaster's Armouries (www.lancasters-armourie.co.uk ) who founded the Intermedieval Alliance now called InterMed in order to try and rationalise combat and safety rules for European wide medieval re-enactment - he is also edged weapons chairperson of the Early Medieval Alliance (umbrella group in the UK) - to such effect that there are now multi-national gatherings, for example at Terena Castle in Portugal.
He might be able to send you copies of the EMA and Intermed guidelines that you may find useful - adapt to suit, but it may save some time and effort?
