James acquired his beverly shears and whitney punches off of ebay. The items are available with varying frequency, but it's an option. The McMaster-Carr pages will give you an idea of what retail on the punches is: http://www.mcmaster.com/cgi/loadpage.cgi?pagenum=1968
Another option for teh punches is to buy directly from Roper Whitney. James ended up going this route for the punches & dies because they were willing to sell him the parts seperately. This was important because he has two No.7 1/2 punches which take a No. 8 punch and a No. 7 die. In any case they were very pleasant to deal with and turned around the order very promptly. Their website is http://www.roperwhitney.com/ phone is 815.962.3011
If you're willing to pay for a new set of beverly shears you might try: http://www.lowbucktools.com/beverly.html
or http://www.moderntool.com/shears.htm
Hope that helps.
Mitake.
